Open seminar on the topic "Health Insurance: Experience of the European Union"

The seminar program envisaged coverage of the following issues:

  • Law on Mandatory Health Insurance (how to improve the draft law on mandatory health insurance in Ukraine).
  • Critical analysis of the insurance system in EU countries and countries of Eastern Europe (which of the reformed healthcare systems are closer to the future Ukrainian system and why).
  • Health management and financing during the transitive period (what should be done in each hospital and polyclinic to meet requirements obligatory for implementation of the insurance system). the Critical analysis of system of insurance in the countries of EU and the East Europe (which of the reformed systems of public health services more close to the future Ukrainian system and that).
  • Support of local authorities during the transition period (how local authorities can support changes in regional hospitals and polyclinics).
  • Control over the process of reforming and public relations (the example of Poland).

Representatives of the Ministry of Health of Ukraine, Verhovna Rada, heads of medical facilities, scientists, international experts, representatives of pilot regions took part in the work of the seminar.
Within the frameworks the seminar, a press conference for mass-media took place. Meeting of the competition commission for designation of "pilot" regions. Selection of "pilot" regions as potential key target groups was based on conditions of the tender and was started within the framework of the Project. The following activities were initiated:

  • The questionnaire containing 23 questions was developed by the Project staff, coordinated with the Ministry of Health of Ukraine and dispatched to the 25 oblasts, to the cities of Kyiv and Sevastopol. The survey included the proposition to provide basic economic, social and medical data concerning certain rayon, to explain in detail readiness of the staff to work on implementation of health insurance, to estimate experience of alternative financing mechanisms and to demonstrate the level of awareness of the corresponding legislation. Further questions dealt with the role of mass media in coverage of social protection problems in the region and estimation of principles that are critical for implementation of health insurance.
  • The Project received filled in questionnaires from 10 oblasts: Zhytomyr, Kharkiv, Zaporozhye, Cherkassy, Kirovograd, Lviv, Odessa, Poltava, Sumy, and the city of Kyiv. They were evaluated according to certain criteria: conformity/discrepancy, sufficiency/insufficiency of pilot work opportunities.
  • Applicants who had the greatest number of points were invited for the final designation. Representatives of Zhytomyr, Kirovograd, Lviv, Sumy, and Kharkiv oblasts delivered 30 minute presentations in which they provided more detailed information about the pilot rayon and opportunities for successful implementation of the project.
  • The tender committee included officials of the Ministry of Health of Ukraine, a representative of the World Health Organisation, a European Union representative and experts of the Project. All the members agreed that Zhytomyr oblast had prepared the most complete (written and oral) application and that was why one of P³lot rayons should be set up in this area. Concerning the other candidate, preferences were split among presentations of Kirovograd, Lviv and Kharkiv oblasts. After a long discussion, the committee suggested Kharkiv oblast due to the strong political support on the part of the Ministry of Health of Ukraine.

A seminar conducted in cooperation with the Ministry of Health of Ukraine. The theme of the seminar was "Implementation of Mandatory State Social Health Insurance in Ukraine: Problems and Prospects"

Basic issues raised at the seminar:

  • Legal maintenance of healthcare financing in Ukraine: modern conceptual problems and possible assistance of the European Union project in solving them.
  • Specific legal problems connected with mandatory insurance and recommendations for their solution.
  • Economics in health insurance: comparing personal and mandatory state social insurance
