Conference "Contract-based delivery of health care services by autonomous health care providers: Meeting the challenge of health reform in Ukraine"
The experience of the countries that already passed through healthcare reforms showed that one of the most challenging tasks facing the healthcare sector was the transition to effective management. Establishing autonomous healthcare units and implementing new managerial and financial models is the first step on the way of the reform in healthcare. Contracting, cost calculation for health services, effective use of available financial and other resources, health services quality improvement became the key aspects of healthcare reforms in all EU countries and most post-soviet republics.
In order to present progressive concepts and practical methods, tools for implementing contractual relations and establishing autonomous healthcare units, the EU Project "Health Financing and Management in Ukraine" is holding a conference "Contract-based delivery of health care services by autonomous health care providers: Meeting the challenge of health reform in Ukraine" on September 23rd-25th 2005, at the hotel complex "Yalta-Intourist" (Yalta).
Among the members, invited to take part in the work of the Conference, are representatives from the Ministry of Health of Ukraine, the Ministry of Health of the Autonomous Crimean Republic, representatives from all oblast healthcare administrations and healthcare units - health providers - of the oblast level. All conference members are expected to take part in the training program to be organized and conducted by the EU Project in Kyiv, starting October, 2005.
Conference members will have the possibility to become acquainted with contemporary methods of efficient decision-making related to resource allocation, healthcare management optimization and IT implementation. Besides, they will have an opportunity to participate in the discussion on the subject of practical achievements in establishing autonomous health units and implementing contractual relations in the EU Project "Health Financing and Management in Ukraine" Pilot regions (Popilnya rayon, Zhytomir oblast and Zolochiv rayon, Kharkiv oblast) with the representatives of corresponding oblast and rayon authorities in order to assess the possibilities of promoting such changes in their administrative regions.
The conference starts on September, 23rd at 13.00.
