GVG are the initials of the Gesellschaft
fur Versicherungswissenschaft und -gestaltung e.V. or Association
for Social Security Research and Policy.
Founded in 1947, GVG is an association of organisations
and individuals who have actively contributed to the shaping of
the social protection system in Germany. Our aim is to ensure
that all members of society have access to a liberal and pluralistic
system of social protection providing good qualitative and quantitative
cover for the major risks in life.
The future of old age pensions, health care and
other areas of social protection today is a subject of debate
in many countries. Although their social protection systems may
differ, the problems faced and the range of solutions proposed
are similar: pay-as-you-go or funded financing; universal and
compulsory insurance or optional cover; managed care or free provision
of services. In its roles as a policy forum and consultative body
GVG reflects the openness of approach and long experience in practical
implementation which characterise its membership, where pay-as-you-go
systems work parallel to funded ones, and statutory systems of
compulsory insurance operate alongside occupational pension providers
and private insurance companies. Because they all share the same
underlying principles of solidarity, subsidiarity and diversity
they are able to combine to provide flexible but complementary
cover.
As a registered society GVG is a non-profit-organisation.
GVG is concerned with all issues of social security
in its broadest sense. GVG aims
- to provide expert advice and
informed opinion at all stages of reform processes (status-quo
analysis, identification of reform options and implementation
of reforms) at national, European and international level;
- to form a link between research, politics and
practice;
- to carry out practice-related research projects;
- to draw attention to and maintain awareness
of the relationship and mutual influences between a countries
economy and its social and welfare systems;
- to make the results of the organisation's work
available for the benefit of all.
In the past decade, GVG became more and more engaged
in international projects.
Like the national activities, the international
activities of GVG are based on the expertise of highly qualified
and highly experienced experts from its member organisations,
respected practitioners in the field of social protection and
academic experts from Germany and other countries.
GVG is a recognised and respected project partner
in many parts of the globe and maintains local project offices
in a number of countries. GVG maintains a representative office
in Brussels and several temporary offices (Moscow, Baku, Vilnius,
Ljubljana, Bucharest, Tallinn etc.). This facilitates the establishment
and maintenance of contacts and the exchange of information, and
constitutes a sound basis for our future international consultant
activities.
GVG has been actively involved in the reform process
of social security systems in general and health care systems
in particular in Central, Eastern and Southeast Europe as well
as in Asia, South America and Africa in institutional reform and
organisational and managerial reorganisation in the fields of
health care, social security and social protection, old age pension
schemes, health and safety at work, social services, social assistance
and social inclusion, equal opportunities, labour market and social
partners' dialogue.
GVG provides consultancy services regarding institutional
aspects on the macro level and organisational and managerial aspects
on the micro level in the areas shown in the graph above. The
following enumeration displays the activities carried out by GVG
in the field of health care:
Due to GVG's extensive experience in the field
of project management, GVG is last but not least best prepared
to transform the consensus strategies into more specific project
designs. Beside the planning of projects, GVG has gained extensive
experience in all other relevant aspects of project management
such as monitoring and evaluating a project's impact.
