Kharkiv Oblast has the territory of 31.4 thousand sq. km., which makes up 5.2% of the total territory of Ukraine. The oblast is divided into 27 rayons.

The total number of the oblast population is 2,869,498 people including 619,767 (or 21.6%) rural residents. In the oblast centre, Kharkiv, 1,466.3 thousand persons reside.

According to the age structure, the oblast population can be represented in the following way:

  • Children: 387,222 (13.5% of the total population); among them, 97,297 (25% of the total number of children) are rural residents;
  • Teenagers: 238,954 (8 % of the total population); among them, 44,121 (18.5% of the total number of teenagers) are rural residents;
  • Adults: 2,243,322 (78% of the total population); among them, 478,349 (21.3% of the total adult population) are rural residents.

According to the gender structure, the oblast population is represented by the following distribution:

  • Women: 1,553,068 (54.1%); among them, 332,831 reside in rural areas;
  • Men: 1,316,430 (45.9%); among them, 286,936 reside in rural areas.

The sphere of public health in Kharkiv Oblast is represented by a rather complex and developed infrastructure which is specific for its multi-structural character and advanced networking.

In the territory of the oblast, there are 1,587 public health facilities of various subordination and financing levels:

  • 12 science and research institutes of the National Academy of Sciences of Ukraine, Academy of Medical Science, the Ministry of Health, and the Ministry of Labor and Social Protection of Population of Ukraine,
  • 2 specialized medico sanitary bodies are directly subordinated to the Ministry of Health of Ukraine;
  • a network of medical service facilities of the South railway;
  • central clinical hospital #5 of the Ministry of Transport of Ukraine;
  • a military garrison hospital;
  • departmental medical services of oblast internal affairs administration and the national safety service;
  • 5 sanatoria of the Joint-Stock Company "Ukrprofozdorovnytsa".
  • 63 oblast subordinated public health facilities,
  • 48 district subordinated treatment and prophylactic facilities (districts of the city of Kharkiv),
  • 872 rayon subordinated facilities (oblast rayons).

188 privately practicing doctors and 156 non-governmental medical facilities work possessing licenses of the Ministry of Health of Ukraine.

46,408 medical workers works in the field of public health, among them:

  • doctors - 13,160,
  • junior medical staff - 26,548,
  • other staff - 6,700.


For the maintenance of healthcare facilities, 406.3 million UAH were allocated in 2003, including:

  • 127.2 million UAH from the oblast budget,
  • 153.7 million UAH from the local budget for maintenance of the city of Kharkiv facilities,
  • 101.9 million UAH from rayon budgets,
  • 23.5 million UAH from local budgets for maintenance of healthcare facilities of oblast subordinated cities.

In the total structure, the composite budget of the oblast healthcare was spent on:

  • payment of salaries with charges,
  • provision of medicines for patients under in-patient conditions - 34.5 million UAH.
  • food purchases - 15.5 million UAH.
  • free of charge provision of medicines for patients of the preferential contingent under out-patient conditions - 7.4 million UAH.
  • capital construction - 4.9 million UAH.
  • reconstruction of medical facilities - 10.1 million UAH.

Non-budgetary funds involved make up 47.2 million UAH.

In-patient assistance is provided on 239,095 24h beds, on which during last year 531,452 patients were treated.

At out-patient and polyclinic facilities 3,644 day-time stay beds function, on which 104,788 persons were treated in 2003.

Out-patient assistance was provided at out-patient and polyclinic facilities of the oblast with the general capacity of 51,711 visits per shift.

During 2003, 720,005 ambulance departures took place, including 13,496 ones to patients with chronic diseases, or 1.87% of all departures.

Sanatorium and resort treatment was provided on 1,400 sanatorium beds, on which 7,655 patients were invigorated during one year.

Within the territory of the rayon, the total area of which is 968.6 sq. km., 34 rayon subordinated medical facilities are allocated, namely:

  • the central rayon hospital for 180 in-patient beds (surgical, traumatologic, urological, therapeutic, pediatric, infectious, obstetrician, gynecologic, neurological specializations) and polyclinic branches for 250 visits per shift and 17 day time stay beds which serve 14,973 residents of the rayon,
  • 10 general practice - family medicine ambulatories for 254 visits per shift with 60 day time stay beds that serve 18 227 residents,
  • 23 medical assistance stations.

In the field of rayon's healthcare, there work 422 medical workers, among them:

  • doctors - 68,
  • medium level medical staff -171,
  • junior medical staff - 110,
  • other staff - 73.

The population of Zolochivsky rayon makes up 33,200 persons, among them, 22,000 (about 66%) people in rural areas.

The age structure can be represented as follows:

  • children - 4,709 (14.1%),
  • teenagers - 1,338 (4%),
  • adults - 27,153 (81.7%).

In terms of gender structure, male population dominates making up 16,719 men (50.35%).

Public health facilities in Zolochivsky rayon are financed from the regional budget. In 2003, the total budget of the rayon made up 10.8 million UAH, from which 2.9 million UAH were allocated for maintenance of treatment and prophylactic facilities.

During 2003, public health facilities involved 10.7 million UAH of non-budgetary means.

Treatment and prophylactic facilities of the rayon cooperate with insurance companies "Tsentralna", welfare funds "Medicina" and "Turbota", which allocated 39.4 thousand UAH in 2003.

In-patient assistance is provided on 180 24h beds, on which during the last year 60,864 patients were treated.

At out-patient and polyclinic facilities, there function 77 beds of day time in-patient facilities, on which during one year 1,169 patients were treated.

Out-patient assistance was provided at out-patient and polyclinic facilities of the oblast, with the total capacity of 504 visits per shift.

During 2003, there were 9,555 ambulance departures, including 57 ones to patients with chronic diseases or 0.6% of all departures (2002 - 4.3 %).

Work related reforming that sphere grounding on family medicine principles was continued. During 2003, 13 new stations were opened. As of January, 1 2004, the total number of family medicine stations was 22, which enabled them to cover 100% of population with family doctors service.
